Summary

This function constructs a one-time merge-blackout specification.

Parameters
$limit The maximum number of megabytes for a merge.
$merge-priority The CPU scheduler priority for merges. Must be one of normal or lower.
$start The starting dateTime of the merge blackout.
$end The ending dateTime of the merge blackout.
$duration The amount of time for the blackout to last.
