Create an instance of a uniform random operation. This produces random numbers with the specified shape (no dynamic axes), uniformly distributed in [low, high)

$shape Shape of the output (entries are independent random draws).
$data-type Data type. Default is np.float32.
$low Lower end of the range of the random numbers.
$high Upper end of the range of the random numbers.
$seed Pseudo random number generator seed (default: automatically select a unique seed).
$name The name of the function instance in the network.
