Create an empty configuration for use with other packaging functions.

Parameters
pkgname The name of the package.
pkgbody The contents of the package.

Example

xquery version "1.0-ml";
import module namespace pkg = "http://marklogic.com/manage/package" 
   at "/MarkLogic/manage/package/package.xqy";

pkg:create("mypackage")
  
  => Creates an empty package, named "mypackage."
