
admin:database-is-forest-employed( $config as element(configuration), $database-id as xs:unsignedLong, $forest-id as xs:unsignedLong ) as xs:boolean
  This function returns fn:true() if the specified forest is
  employed and  fn:false() the specified forest is not employed.
